It wouldn&#039;t kill this activity, just force us to pay more attention to our targets. At most, I&#039;d like to see some tweaking so that, for example, covops ships can scan targets while cloaked.</description>

I agree.  I don&#039;t want to stop piracy.  I just want to make it something one has to think about it, so only pirates will do it.  There are too many griefers posing as pirates, and it just annoys me.

I think cutting insurance payouts for ship-loss-by-CONCORD is a good step in the right direction.  I think those that boost suicide pirates and then boost the loot afterwards should be tagged hostile and receive an aggression timer.

For that matter, I think all neutrals that boost or rep parties involved in combat, even legal combat, should be tagged as combatants themselves.</description>
