Earlier I wanted to find an actual list of level 5 agents. EVE Agents contains outdated data that includes agents who never actually became available, so instead I took the data from EVE Missions and put it into a Google Docs spreadsheet. All agents are L5 Q12, so you need effective standings of 8.6 to get mission offers.
